With that being said, financial incentives are provided by the Ohio Department of Development for business relocation and expansion. 


These incentives are used to select companies that create new, high-paying jobs that help improve the standard of living, diversify the state economy, increase the tax base, attract and retain top-level management, and encourage graduates of in-state universities to remain in Ohio.

Incentives may be offered as either grants or tax credits. The incentive amount and duration is decided by the Ohio Department of Development and local Government based on statutory guidelines and evaluation criteria including the financial strength and historical stability of the company, the number and salary of jobs created, amount of new state tax revenue, long-term capital investment, competition with other locations, and whether the company is in a targeted industry.

All state incentives are awarded on a post-performance basis so that companies must meet specific milestones, including generation of new state tax revenue. This assures a positive “return on investment” to the State of Ohio and its citizens

Local Incentives

The Preble County Economic Development Department works with the local business community to promote retention and expansion of existing commerce within the County. Listed below are some of the incentive programs offered by the County via the City, Townships, and Villages:
 

Community Reinvestment Area (CRA): is an economic development tool that provides real property tax exemptions to land owners making investments in their property. Properties within a CRA are eligible to receive real property tax abatement for real property improvements.

 

Tax Increment Financing (TIF): is an economic development tool available to local governments in Ohio to finance public infrastructure improvements and, in certain circumstances, residential rehabilitation. A TIF aids in financing public infrastructure improvements and secures the taxable worth of real property at the value it holds during the time the corresponding authorizing legislation is approved. Payments derived from the increased assessed value of any improvement to real property beyond that amount are directed towards a separate fund to finance the construction of the public infrastructure defined within the TIF legislation.

 

Enterprise Zones (EZ): is an economic development tool administered by local governments that provides real and personal property tax exemptions to businesses making investments in Ohio. For more information on this incentive program please click on the link provided below.

State Incentives

For incentive information available through the Ohio Department of Development, Office of Tax Incentives (OTI) visit or contact the offices directly at 614-466-2317 or toll free at 1-800-848-1300.  They are responsible for managing the state's business development tax incentive programs and overseeing the administrative performance of various local property tax incentive programs.

 

Ohio Job Creation Tax Credit Program: This program provides a refundable tax credit against a company's corporate franchise or income tax based on the state income tax withheld from new, full-time employees. For more information on this program please click here.

 

Ohio Job Retention Tax Credit Program: Provides corporate franchise or state income tax credit for businesses that commit to retain a significant number of full-time jobs. Program will provide a tax credit against the Commercial Activity Tax (CAT) beginning on July 1, 2008. For more information on this program please click here.

 

Ohio Manufacturing Machinery and Investment Tax Credit: Provides a non-refundable corporate franchise or state income tax credit for manufacturers located in Ohio that purchases qualified new or retooled machinery and equipment that is used in manufacturing. Ohio Historic Preservation Tax Credit: The Historic Preservation Tax Credit provides a tax credit for the rehabilitation expenses to owners of qualified, historically significant buildings. For more information on this program please click here.

 

Ohio Department of Development Job Ready Sites Program: is a competitive application process for both private business and municipalities that is intended to strengthen Ohio's supply of available facility locations served by utility and transportation infrastructure. Important objectives of the program are to create sites that connect the gaps in Ohios current site inventory and to promote unique, catalytic re-investments in developed areas of Ohio. Rural Business Development Programs
 

Business & Industry Loan Guarantees (B&I) : The B&I program provides loan guarantees for expansion and preservation of jobs in rural areas.  The program can provide development credit in rural areas and towns of 50,000 or less.  Loan funds may be used to purchase land, buildings and equipment; working capital; and in some cases to refinance debt.  Eligible entities include corporations, partnerships, cooperatives, individuals, federally recognized Indian Tribes and other legal entities.

Intermediary Relending Program (IRP): The purpose of the Intermediary Relending Program is to finance business facilities and community development projects in rural areas.  This is achieved through low interest loans made by Rural Development to intermediaries Any type legal entity, including individuals and public and private organizations, may be an ultimate recipient. Rural Business Enterprise Grants (RBEG) : These grants provide resources which are utilized to develop small and emerging business enterprises in rural areas or cities up to 50,000 population.  Qualifying entities include public bodies and nonprofit corporations.  Grants are used by third party lenders to create revolving business loan funds.  Funds can also be used to install infrastructure to business locations and house business incubators. Rural Economic Development Loan and Grant (REDLG): This program is utilized to finance rural economic development and rural job creation projects which are based on sound economic and financial analysis.  This is done by making zero-interest loans and/or grants to Rural Development electric and telephone borrowers who use the funds to provide financing for business and community development projects.  For more information on this loan program please click here.
