Why should we invest? Companies want "shovel ready sites"
Without that infrastructure, companies are not willing to wait for the construction and they don't want to pay for those upgrades.  They're usually more than willing to pay for extensions if the infrastructure is to the border of the site, but not if it's a large distance away.  JobsOhio

How do we know what we'll get in return?
We don't know but what we do know is that if we do nothing, we get nothing.  Neighboring Ohio Counties were proactive in the late 80's under scrutiny from the community for not being proactive.  They invested in the acquisition land, infrastructure, etc., with no end user identified, and now have one of the lowest unemployment rates in Ohio. Preble needs to be Proactive!
